This I do understand why the GM used the phrase 'all but halted' because to me and probably to alot of other non-UK people it actually seems to mean that one is still working on something. :)

actually I agree perhaps something is being lost in translation ?

To me it means yes they are working on it but they are doing very little because of other issues. What do other non-English people think and are the linguistic reasons why this would be the case?

That may be true in literal translations, but in idiomatic English, the phrase "all but halted" means "almost stopped." To mean the opposite, we use the phrase "anything but halted."

Given that GOA is a French company, I think it is understandable that the GMs are not native English speakers and these little things are inevitable. It just goes to show that web forums often make far too much mileage from analysing the exact phrasing of what people say, ignoring the fairly obvious intended meaning.

Yes they are to blame for doing it, but someone telling them to do it isn't a bright move either.
Well that's exactly the point, they know it's wrong, hence they should know that they could potentially get warned for it, hence it's upto them whether to risk that warning or not, therefore there's nothing wrong with posting it originally because people are pretty aware of the consequences of taking up on the offer and proceding with a flame. It's really not a terribly difficult concept.

Yes, I suppose I do understand that. I just think that Xalin was clearly at pains to convince that they are doing their best to resolve issues. In that context, doesn't it seem more than a little odd that he'd throw in some kind of admission that they are doing almost nothing on the item restoration?

When you first read it, didn't you get a little jolt of surprise that Xalin would make such a comment? I did, and it caused me to think he might mean something different. Something less at odds with the rest of what he was saying.

Well (good to have a clear discussion about it :))and this is the crunch issue. The restoration can all but stop and they could still be doing their best! They lost a member of staff a very dedicated member of staff we all knew that. In that news release they also indicated that this would affect the restoration. So the evidence is actually that all but stopped means - all but stopped (and we are trying to do our best ffs).

The thread actually establishs this and we did not know it before. Can you see the weight of evidence is that this is the right interpretation and Xalins English is in fact excellent?
